Frank Armstrong was the photographer. The Austin Board of Realtors had circulated a petition calling for the referendum held October 1968, in which voters rejected the Fair Housing Ordinance passed by the Austin City Council. The local law had done little more than reiterate federal law (Title Eight of the Civil Rights Act of 1968).
